Pima County Parks & Recreation is seeking an energetic, self-motivated leader to oversee shooting sports operations and shooting range activities. Bring your experience in shooting sports, range operations, and facility management to this exciting opportunity as our next Shooting Sports Operations Manager. In this position, you will oversee all aspects of the shooting sports program within Pima County. The Shooting Sports Operations Manager focuses on developing program goals, policies, and procedures, evaluating program effectiveness, and ensuring compliance with regulations. This position engages with the community to foster participation and administers program contracts and coordinates with various stakeholders and manages the program’s budget to support the overall mission and objectives.
This position may be required to work mornings, evenings, weekends and some holidays. Schedule rotation may be required.
Essential Functions:
As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. - Develops program goals, objectives, policies, and procedures, establishing short- and long-range performance plans subject to management review.
- Manages and administers all aspects of the shooting sports program, evaluating program effectiveness and success and preparing comprehensive reports and recommendations.
- Develops, negotiates, monitors, and administers contracts, intergovernmental agreements, and financial agreements for the program managed.
- Ensures program contract compliance, taking corrective action as required to maintain adherence to contractual obligations and regulatory requirements.
- Represents the shooting sports program within the community, delivering informational news releases and participating in community awareness activities.
- Coordinates program activities with other county departments, public agencies, private organizations, and community groups to promote program goals.
- Analyzes federal, state, and local legislation, ensuring program compliance with applicable regulations and policies.
- Directs organizational and management studies to identify problems and propose solutions for program improvement.
- Develops, writes, and administers the program’s annual budget, preparing financial forecasts and identifying funding sources.
- Evaluates management issues and makes decisions to optimize program operations, supervising county staff and evaluating performance.
- Prepares routine and special program status reports for federal, state, and county agencies, analyzing program activity data and preparing reports for management review.
- Accesses and maintains specialized databases containing program-specific information, generating reports to track program performance and compliance.
Minimum Qualifications:
Bachelor’s degree from an accredited college, university or technical school in public or business administration, management, sports management or a related field as determine by the department head at the time of recruitment, AND four (4) years of progressively responsible experience in program management, including contract administration, budget oversight, community relations, or a closely related field as determined by the department head at the time of recruitment.
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:
Two (2) years of experience with Pima County in a Shooting Sports Coordinator, Shooting Sports Supervisor, or a closely related position, as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
- Minimum five (5) years experience in an operations management position at a shooting sports or similar facility, leading multiple teams across multiple locations.
- Minimum five (5) years experience in customer service and/or retail sales, with experience managing budgets, scheduling and contract management and negotiation or a similar field.
- Minimum five (5) years experience developing policies and standard operating procedures pertaining to teaching instructional courses in firearms education or a similar field.
- Possess a current National Rifle Association Range Development and Operations Certification.
- Possess a current National Rifle Association Range Safety Officer Certification.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information:
Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.
Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems. This position will require a post-job offer physical and/or drug screen. Pima County determines whether a position is eligible for visa sponsorship at the time of recruitment. Eligibility is based on the requirements of the position and applicable laws and regulations. Not all positions with Pima County are eligible for visa sponsorship.
