Goodwin Recruiting is seeking a visionary Civil Design Engineer with a Professional Engineer License – Water/Wastewater to lead and scale a brand-new civil infrastructure practice across California.


Based in the East Bay Area, this high-impact, entrepreneurial role offers up to $200,000 annually to build a dynamic team and secure municipal and industrial partnerships.

They will provide the marketing and administrative support you need to turn your industry vision into a highly successful business line.


Key Responsibilities:

  • Practice Leadership: Spearhead the strategic growth and operational oversight of the new Water/Wastewater practice in California.
  • Client Development: Cultivate municipal, utility, and industrial partnerships, generating targeted annual net revenue with strong benchmark metrics.
  • Project Oversight: Provide executive and technical leadership for water, recycled water, and stormwater projects from planning through construction.
  • Team Building: Recruit, mentor, and build a scalable, multidisciplinary technical team.

Must-Have Qualifications:

  • Education: B.S. or M.S. in Civil Engineering or a related discipline.
  • Licensure: Current Professional Engineer (PE) registration in California.
  • Experience: 15+ years in engineering consulting, with at least 5 years leading or expanding a water/wastewater practice.
  • Network: Strong existing relationships with California municipalities, utilities, and regulatory agencies.
  • Technical Chops: Proficiency in utility planning, design, hydraulic modeling, and infrastructure rehabilitation.
