Full job description
Bellese is looking for an Engineering Manager to join our largest Team.
What you'll own
People. Engineers across all levels plus technical leads. You set expectations, hold teams accountable to delivery outcomes, and run performance management, coaching, and career development - including the difficult conversations. You build teams that operate with autonomy and stay aligned without being managed into it.
Delivery. End-to-end ownership across design, development, testing, and operations. You are responsible for systems meeting scalability, reliability, and security requirements, for engineering standards around code quality, testing, and observability, and for delivery predictability improving over time through metrics, planning rigor, and dependency management. Cloud-native AWS architectures and data platforms are the technical environment.
Program execution. Driving execution across multiple teams within Agile and SAFe frameworks, managing cross-team dependencies, and surfacing risk early rather than escalating after impact. You partner with the ISSO and security teams to maintain SLA compliance, and you support incident response, root cause analysis, and the follow-through that keeps the same incident from recurring.
Stakeholders. Relationships with program leadership and external stakeholders are yours. You translate technical decisions into business impact, communicate proactively on risks and tradeoffs rather than reactively when they land, and keep engineering execution aligned with legislative and contractual priorities.
Corporate leadership. You contribute to Bellese's engineering strategy, hiring plans, and org design; support standardization of engineering practices across teams; lead Communities of Practice and knowledge sharing; and contribute to business development through proposal support and client-facing technical conversations.
Must have
You have managed multiple Agile teams simultaneously in a complex delivery environment, including technical leads. [3+ years managing engineers, at least 2 concurrent teams?]
You have run the full performance management cycle. Reviews, coaching plans, promotions, and the conversations that do not go well.
You have hired engineers at pace. The contract is adding teams. Sourcing, screening, closing, and onboarding.
AWS and cloud platform experience. Enough depth to evaluate an architecture, not just approve one.
Deep understanding of CI/CD and DevSecOps practices - and a record of driving adoption, not just operating where they already existed.
You have delivered data-intensive systems and pipelines at scale.
A record of measurably improving delivery performance. Bring specifics: what the metric was, what you changed, what it became.
Strong stakeholder management and communication. You can explain a technical tradeoff to a non-technical program lead and have them make a good decision.
Experience in regulated or government program environments. Security and compliance constraints as a delivery reality, not a slide.
You can hold your own in a client-facing technical conversation and contribute to proposal content. This is a real and recurring part of the role.
Nice to have
CMS or federal healthcare program experience.
SAFe experience specifically - PI planning, ART participation, program-level ceremonies. [Consider promoting to must-have if this role owns PI planning outcomes rather than participating in them.]
Hands-on HL7 FHIR implementation in production - FHIR servers, APIs, resource profiling, and data model mapping between FHIR and existing formats (QRDA I/III, C-CDA). Depth beyond familiarity with the spec.
Comfortable working from the FHIR spec and implementation guides directly - evaluating which profiles and IGs apply to a given use case, identifying gaps between the standard and what the program needs, and translating that into scoped, estimable work.
Databricks, large-scale data processing, or analytics platforms.
Security compliance frameworks - FedRAMP, NIST 800-53, or comparable.
Managing distributed and remote teams.
Section 508 and WCAG accessibility standards as delivery requirements.
Prior proposal or capture experience on federal bids.
