Full job description
STV is seeking a highly experienced Senior Change Manager to support a major aviation capital improvement program in Los Angeles, CA. This leadership role is responsible for overseeing all aspects of project change management, including the evaluation, documentation, tracking, analysis, and resolution of project changes that impact scope, schedule, cost, and risk.
The Senior Change Manager will lead the implementation and administration of the project's change management processes and procedures, ensuring compliance with contractual requirements while providing strategic guidance to project leadership on the impacts of proposed and approved changes. This position works closely with project management, engineering, construction management, scheduling, cost controls, estimating, and client stakeholders to facilitate informed decision-making and successful project delivery.
Key Responsibilities
Change Management Leadership
Lead and administer the project's change management program in accordance with contractual requirements, project controls standards, and client procedures.
Develop, implement, and continuously improve change management processes, procedures, workflows, and governance structures.
Facilitate and support Change Control Board (CCB) meetings and provide recommendations regarding change approval, rejection, or revision.
Ensure timely identification, documentation, review, and resolution of project changes.
Cost and Schedule Impact Analysis
Evaluate the financial, schedule, scope, and risk impacts associated with proposed changes.
Coordinate with scheduling, cost management, estimating, and project delivery teams to perform change analysis and validation.
Support and review time impact analyses (TIA), schedule fragnet reviews, and cost impact assessments.
Review contractor change requests, change order proposals, and supporting documentation for accuracy and entitlement.
Change Order Administration
Maintain and manage all Pending Change Orders (PCOs), Change Orders (COs), change logs, databases, and tracking systems.
Monitor change status throughout the lifecycle from identification through execution and closeout.
Develop and maintain change metrics, dashboards, and executive reporting for project leadership and client stakeholders.
Ensure proper documentation, audit readiness, and compliance with program controls requirements.
Commercial and Risk Management Support
Support claims avoidance, dispute resolution, and commercial management efforts associated with project changes.
Coordinate with project management and legal/commercial teams to evaluate entitlement and support negotiations as required.
Assess cumulative impact of project changes on project objectives, contingencies, forecasts, and risk exposure.
Collaborate with risk management teams to identify and mitigate change-related risks.
Project Controls Integration
Support broader project controls functions, including cost management, budget control, forecasting, funds management, and earned value analysis.
Monitor baseline changes and ensure alignment between approved changes and project controls systems.
Support project audits, compliance reviews, reconciliation activities, and project closeout efforts.
Contribute to the development of project reporting, performance metrics, and management presentations.
Required Qualifications
Bachelor's degree in Construction Management, Engineering, Project Management, Business Management, or a related field.
Minimum 10 years of project controls experience supporting large capital infrastructure programs.
Minimum 5 years of direct experience managing project change management processes.
Experience supporting aviation, transportation, infrastructure, or large public-sector capital programs preferred.

Experience reviewing contractor change proposals, cost estimates, schedule impacts, and entitlement documentation.
Proficiency with Microsoft Office Suite, including advanced Excel skills.
Experience with project controls applications such as PMWeb, Primavera P6, Procore, Unifier, or equivalent systems preferred.
Strong analytical, organizational, communication, and stakeholder management skills.
Ability to effectively manage multiple priorities in a fast-paced project environment.
Preferred Qualifications
PMP, CCM, PSP, CEP, EVP, or other relevant industry certifications.
Experience supporting aviation owners such as LAWA, airports, airlines, transit agencies, or other large public-sector clients.
Experience working on projects exceeding $250M in construction value.
Experience supporting alternative delivery methods, including CMAR, Design-Build, Progressive Design-Build, or similar project delivery approaches.
Compensation Range:
