Job Description Summary:

Under general supervision, represents Boulder Police Department (BPD) in collaboration with multiple departments and external partners to plan, implement coordinate, and administer public safety operations for permitted special events within the City of Boulder. This position serves as the primary liaison for programs in event planning and organizing the Boulder Police Department special events with the community. This position will identify and sustain opportunities for collaborative partnership and ensure that events are conducted safely and in compliance with city policies and permitting requirements.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES                 

  • Manages public safety planning in collaboration with commissioned staff for community events, including parades, races, festivals, and demonstrations.

  • Administers police staffing and operational plans for community-facing events that may impact public property, roadways, and community safety.

  • Reviews event permits involving large gatherings or impacts to public spaces.

  • Serves as the primary liaison between event organizers and the Police Department.

  • Develops and reviews event agreements in collaboration with event organizers.

  • Guides event organizers by interpreting and explaining agreement provisions.

  • Develops and reviews event safety and operational plans producing event orders, reports, and diagrams, outlining event logistical requirements. 

  • Communicates event commitments to the department and coordinates deployment for events requiring police presence including working with the Detail Kommander management software for off-duty details.

  • Assists event organizers with police service requests and logistics and supervises the fulfillment of those requests.

  • Conducts event site visits and planning meetings.

  • Coordinates with Fire, Transportation, Parks & Recreation, and other city departments to set expectations and write policies for ongoing or future event arrangements to set a standard operation procedure that accommodates event organizers.

  • Serves on the City’s Special Events Review team as PD representative.

  • Supports compliance with permitting requirements and operational conditions.

  • Maintains records and event documentation.

  • Prepares cost estimates for organizers and tracks event-related staffing and operational costs.

  • Supports incident response and operational coordination during events in the field or in the command post.

  • Serves as the Planning Section Chief, Planning Section Specialist, Situation Unit Leader, Logistics Section Chief or other supportive roles during large events.

  • Analyzes past event data to plan strategies, identify trends and makes recommendations to address future event situations, determine resources needed, and develop and implement the event strategy.

  • Develops guiding protocols for organizational security/event management processes, such as minimum staffing standards and interdepartmental process workflows.

  • Prepare post-event reports and evaluations.

  • Maintains event calendars and schedules.

  • Manages patrol ride-along requests, coordinating with Watch supervisors.

  • Documents and relays subpoenas (paper and electronic) for department personnel.

  • Distributes incoming mail to operations personnel.

  • Maintains active assignment list for Operations Division.

  • Provides excellent customer service to internal and external stakeholders.

  • Performs related duties as required to meet the needs of the City.

  • Manages shift bid and vacation bid for Operations Division.

MINIMUM QUALIFICATIONS 

  • Ability to demonstrate successful experience coordinating multiple projects simultaneously.

  • Ability to analyze data and synthesize complex information into reports, narratives, or visual presentations.

  • Ability to demonstrate excellent attention to detail and organization.

  • Ability to demonstrate strong communication skills.

  • Ability to develop positive, productive relationships—cultivating mutual respect and trust.

  • Ability to manage competing priorities in a fast-paced environment and to drive achievement of team objectives.

  • Knowledge of Microsoft Office including Excel and ability to learn job-specific software programs.

  • Skill in critical thinking and creative approaches to problem-solving.

  • Skill in developing compelling and cohesive written communications.

  • Must successfully pass a background check before first day of work and maintain acceptable screening.

  • Must be able to comply fully with the FBI's Criminal Justice Information Services (CJIS) Security Policy.

BACKGROUND INFORMATION  
Qualified applicants will be required to complete several stages of interviews and testing, pass a job suitability assessment and complete a thorough background investigation.    
Applicants must be able to demonstrate personal and professional honesty, integrity, sound judgment as shown in applicant’s criminal history, background, motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances.  Polygraph or Computer Voice Stress Analyzer will be used for verification of applicant information.  Prior to employment, successful applicants are required to pass a drug screen. Some positions will also require medical and/or psychological testing prior to employment.  
  
The following will disqualify any applicant from consideration:  

  • Any felony conviction  

  • Commission of a felony, whether convicted or not within the past 5 years  

  • Commission of any non-traffic related misdemeanor, whether convicted or not within the past 3 years  

  • Excessive number of traffic violations  

  • Any marijuana business ownership or interest within the past 3 years  

  • The use, sale, possession, or transfer of any illegal controlled substance within the past 2 years (examples: Cocaine, Heroin, LSD, Methamphetamine, MDMA,).   

  • Unlawful sale or fraudulently obtaining any controlled scheduled substance with the past 5 years (Examples: Barbiturates, Benzodiazepines, Sleep Medication, Codeine, Morphine, etc.)

  • Use of a substance prescribed to another person will be reviewed for substance type, frequency, and length of time.

  • Any false or untrue statements or material omissions in the application and related paperwork or during the selection process.  

PREFERRED QUALIFICATIONS

  • Knowledge of event safety planning.

  • One (1) to two (2) years’ experience working in law enforcement or public sector or local government organization.

  • Experience with municipal permitting processes.

  • Experience coordinating large-scale public events.

  • Experience in process improvement or project management.

  • Incident Command System (ICS) training.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in related field. Eight (8) years of related experience may substitute for the education requirement only.

  • Three (3) years of experience in event coordination, project management, or public safety support.

  • Ability to complete the ICS courses 700 ,800, 100 and 200 within one (1) year.

  • Hold and maintain a valid drivers' license.

WORKING CONDITIONS AND REQUIREMENTS   

  • Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permit the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting.

  • Work Environment: Primarily office-based with regular field work. Frequent meetings with event organizers and city staff. Evening and weekend work required. Outdoor work in varying weather conditions. Occasional extended hours during major events.

  • Machines and Equipment Used: Work may include extended periods of time viewing a computer video monitor and/or operating a keyboard.
