What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. New hires are typically brought into the organization between $93,566 - $125,000. We also offer generous benefits for full-time employees which include but are not limited to:

Denver International Airport (DEN) is looking for a strong leader to join our team as the Emergency Management Training and Exercise Design Supervisor.

In this position, you will be responsible for coordinating emergency management training, and training related to Federal Aviation Administration (FAA) Part 139 and Emergency Preparedness training. You will oversee curriculum and administration of training programs, while ensuring training records are maintained in compliance with FAA Part 139 and other requirements. Additionally, you will oversee the DEN emergency exercise programs manage the annual training and exercise schedule to ensure a ready and prepared airport.

This position provides supervision of employees who provide an agency or department with job related training and/ or exercise and develops goals and objectives in conjunction with departmental plans and goals.

Additional responsibilities will include:

• Emergency Management Program Leadership: Provide strategic oversight of DEN’s emergency management preparedness programs, ensuring alignment with FAA Part 139, HSEEP, NIMS, City, regional, state, and federal requirements, and airport emergency preparedness priorities.
• Emergency Planning and Preparedness: Lead cross-functional coordination for updates to DEN’s Airport Emergency Plan, Continuity of Operations Plan, Integrated Preparedness Plan, and related emergency management documents to ensure plans remain current, integrated, and operationally effective.
• Exercise and Improvement Program Oversight: Direct the planning, facilitation, evaluation, and documentation of discussion-based and operations-based exercises, including FAA-required exercises, After-Action Reports, Improvement Plans, annual exercise metrics, and corrective action tracking.
• Emergency Operations Support: Provide management-level support during Emergency Operations Center activations, significant incidents, and non-routine events by coordinating preparedness resources, supporting operational decision-making, and ensuring lessons learned are captured for continuous improvement.
• Training and Adult Learning Leadership: Oversee the design, delivery, and evaluation of adult learning programs that translate emergency management requirements into practical, role-based training for DEN employees and key stakeholders.
• Curriculum Design and Training Governance: Manage training curricula, instructional standards, training schedules, learner outcomes, records, and reporting to ensure programs are accessible, measurable, and compliant with FAA Part 139 and emergency preparedness requirements.
• Stakeholder and Interagency Coordination: Represent DEN in City, regional, and state training, exercise, and preparedness workgroups, serving as a management-level liaison for emergency management coordination and capability development.
• Section Management and Supervision: Manage section work programs by establishing goals, priorities, work plans, methods, and performance standards; assigning and reviewing work; coaching and evaluating employees; and promoting accountability, professional development, and continuous improvement.
• Document and Process Oversight: Oversee the Airport Operations Section document review process, including coordinating updates, facilitating approvals, and evaluating proposed changes for cascading impacts, conflicts, and operational consistency.
• Other Management Duties: Perform other related management duties as assigned.

We are looking for candidates who think critically and value team collaboration. In addition to some or all of the following skills and experience: 

• 5 years of airport or emergency operations experience 
• Previous leadership experience 
• Experience working in an Office of Emergency Management (Airport, Government, Higher Education, Hospital, etc.) 
• Experience working in or supporting an Emergency Operations Center or on-scene Incident Command 
• Using a variety of software programs including Learning Management Systems, Excel and Adobe
• Working knowledge of relevant aviation regulations
• Working with Emergency Preparedness, Safety, or Security training programs. FEMA instructor a plus.
• Working knowledge of FAA, TSA, and other regulations
• Certifications in Homeland Security Exercise and Evaluation Program (HSEEP), FEMA Instructor training, Incident Command System (ICS) Courses
• Working knowledge and experience of Adult Education

Required Minimum Qualifications:

• Education Requirement: Bachelor's Degree in Emergency Management, Political Science, Public Administration, Business Administration, or a related field.
• Experience Requirement: Five (5) years of professional experience in emergency management or a first responder discipline. (All positions will require experience in a specific emergency management area such as planning, operations, community relations, or logistics.)
• Education and Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
• Additional appropriate education may be substituted for the minimum experience requirements.
• License/Certification Requirement: Requires a valid Driver's License at the time of application.
• Licenses and certifications must be kept current as a condition of employment.
