GENERAL SUMMARY

Support the Emergency Preparedness (EP) function by preparing and conducting Emergency Response Organization (ERO) program administration, training, and evaluation including drills/exercises, maintaining a cordial interface with internal and external organizations, developing and conducting training and evaluating ERO members as assigned, and maintaining EP related documents and facilities in a current state of readiness.

PRINCIPAL ACCOUNTABILITIES
 

Conduct emergency drills and exercises in accordance with Energy Northwest, Oregon and Washington states, and participating county and federal requirements including controller/evaluator duties in area of responsibility. Ensure individual and organizational improvement areas are identified through a thorough critique process. Implement actions as required to improve performance.

Interact and coordinate with off-site agencies to facilitate their support of the Energy Northwest ERO function and the off-site agency’s emergency preparedness mission related to Columbia Generating Station (CGS).

Interface with federal agencies and senior plant personnel to maintain effective working relationships on matters related to the EP Program.

Perform administrative functions which may include addressing and managing corrective action process assignments and maintaining EP-related documents and facilities in a current state of readiness.

Develop and conduct initial and advanced emergency preparedness training for assigned areas of responsibility, including the development of training materials consistent with a Systematic Approach to Training (SAT).

Conduct emergency drills and exercises as a controller/evaluator for assigned emergency center(s). Ensure individual and organizational improvement areas are identified using a thorough critique process. Implement actions as required to improve performance.

Perform assigned EP functions (e.g., emergency center readiness evaluations, on-call emergency planner duties, self-assessments, and benchmarking activities).

Incumbents may be assigned specific areas of focus that will result in varying time allocations.

REQUIRED EDUCATION & EXPERIENCE
 

Emergency Planner II

Requires a Bachelor’s degree in a Business Administration, Physical Science, Emergency Management, or Engineering related field from an accredited college or university and eight years of experience in one or more of the following areas:  nuclear plant operations, operations training, engineering, health physics, nuclear security leadership or emergency preparedness;

OR an Associate’s degree in a training, emergency management, or technical field from an accredited college or university and ten years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security leadership or emergency preparedness;

OR a high school diploma or GED and twelve years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security or emergency preparedness.

Current or prior RO/SRO license may count for two years of experience

Emergency Planner I

Requires a Bachelor’s degree in a Business Administration, Physical Science, Emergency Management, or Engineering related field from an accredited college or university and five years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security emergency preparedness other appropriate fields;

OR an Associate’s degree in a training, emergency management, or technical field from an accredited college or university and six years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security emergency preparedness or other appropriate fields;

OR a high school diploma or GED and eight years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security emergency preparedness or other appropriate fields

PAY RANGE

Emergency Planner II Salary Range: $126,362 - $189,542

Midpoint: $157,952

Emergency Planner I Salary Range: $109,870 - $164,806

Midpoint: $137,338

The salary listed represents the pay range for this position. Starting pay is calculated from the minimum of the salary range and actual individual placement within the range is determined based on the candidate's experience, education, skills, and abilities related to the role. The level and final offer will also take into account the candidate's overall qualifications.

INCENTIVE COMPENSATION

This position is eligible for an annual at-risk compensation (ARC) incentive plan. Incentives are earned based on agency performance against defined metrics and goals which follow eligibility rules within the ARC plan document.
