Junior Budget Specialist - Hybrid #915

Position Summary

The Junior Budget Specialist provides hands-on budget execution, financial-data, reporting, and resource-management support under the guidance of senior staff. The position maintains accurate records, supports routine analyses and data calls, and helps NTIA respond quickly to changing funding, staffing, and operational priorities.

Primary Responsibilities

  • Collect, enter, organize, and validate budget and financial data from Government systems, spreadsheets, reports, and supporting records.
  • Assist with tracking commitments, obligations, expenditures, balances, burn rates, staffing, and funding actions.
  • Prepare routine budget reports, status updates, data-call responses, charts, tables, and briefing inputs using approved templates and methodologies.
  • Reconcile data across sources, research discrepancies, maintain supporting documentation, and elevate unresolved issues to senior analysts.
  • Support spend-plan updates, portfolio reviews, resource-planning activities, year-end tasks, and emerging executive requests.
  • Maintain trackers, files, SOPs, workflow documentation, and audit trails in accordance with records, confidentiality, and reporting requirements.
  • Coordinate with budget, accounting, program, acquisition, and administrative stakeholders to obtain information and follow up on actions.
  • Assist with dashboard updates and operational metrics using Excel, Power BI, Tableau, or SharePoint, as assigned.
  • Complete assigned work accurately and on time while adapting to changing priorities and workload fluctuations.

Minimum Requirements

  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field; relevant experience may be considered in place of a degree if permitted by the offeror's staffing approach.
  • At least two years of relevant budget, financial, accounting, program-support, or data-analysis experience.
  • Working knowledge of budget tracking, financial reconciliation, data validation, and basic variance analysis.
  • Proficiency with Microsoft Excel, including formulas, filters, sorting, pivot tables, and charts, plus familiarity with Microsoft 365 collaboration tools.
  • Strong attention to detail, organization, written communication, customer service, and ability to follow established procedures.
  • Ability to manage multiple assignments, meet deadlines, protect sensitive information, and work effectively in a team.
  • Ability to obtain and maintain the Public Trust designation or security clearance required for the assigned work.

Desired Qualifications

  • Experience supporting federal budget execution, resource management, or financial operations.
  • Experience with Oracle Federal Financials (Business Application Systems), PRISM, SharePoint, Power BI, or Tableau.
  • Coursework or certification in accounting, finance, federal budgeting, data analytics, or Government financial management.
  • Experience preparing data-call responses, maintaining audit-ready records, or supporting month-end/year-end activities.
  • Experience supporting the Department of Commerce or another federal civilian agency.
